Space objects are characterized according to a variety of parameters including their identifiers, design specifications, components, subsystems, capabilities, vulnerabilities, origins, missions, orbital elements, patterns of life, processes, operational statuses, and associated persons, organizations, or nations. The Space Object Ontology provides a consensus-based realist framework (...) for formulating such characterizations in a computable fashion. Space object data are aligned with classes and relations in the Space Object Ontology and stored in a dynamically updated Resource Description Framework triple store, which can be queried to support space domain awareness and the needs of spacecraft operators. This paper presents the core of the Space Object Ontology, discusses its advantages over other approaches to space object classification, and demonstrates its ability to combine diverse sets of data from multiple sources within an expandable framework. Cox Though Shakespeare has been praised as one of the greatest thinkers who ever lived, he has no standing in the history of Western philosophy, being at best a footnote to the derivative neo-Platonists and skeptics of the late Renaissance. He died in 1616, more than twenty years before Descartes's Discourse on (...) Method heralded the autonomous rationalism of the Enlightenment, and Shakespeare did not achieve a reputation as a deep thinker until the nineteenth century, as a consequence of admiration for his characters. People seemed to think that a reflective and witty prince who could say to his friend, "There are more things in heaven and earth, Horatio, / Than are dreamt of in your philosophy" must be the product of a keenly philosophical intelligence—never mind that Hamlet is referring to the "antique Roman" philosophy he so admires in Horatio, i.e., Stoicism, which by 1599 was little more than an oft-repeated set of moral and social platitudes. 1 To assert that there are more things in heaven and earth than late Renaissance Stoicism is not to assert very much.But other ways of thinking about Shakespeare philosophically are more promising than character analysis. He was indeed a thoughtful playwright, and though he had no university education, he was a voracious and incisive reader, so the influences on his plays and poems include many writers who have some standing in the history of philosophy. More complex than discerning historical philosophical influences on Shakespeare is what might be called the hermeneutical approach, i.e., the interpretation of the plays and poems with particular philosophers and philosophies in mind, regardless of their possible historical influence in the sixteenth century. To survey the range of philosophical influences and hermeneutical approaches is impossible [End Page 107] in a single essay, but a manageable example of Shakespeare's thinking is his political philosophy, where both ways of understanding him can be discerned. The most influential interpreter of Shakespeare's history plays for the second half of the twentieth century, for example, was E. M. W. Tillyard, who purported to excavate the neo-Platonic assumptions of Shakespeare's political culture: order, degree, hierarchy, and obedience. 2 Though questions were increasingly raised concerning Tillyard's assumptions and documentation, the decisive challenge to his authority was issued in the 1980s by New Historicists and Cultural Materialists, whose allegiance was more or less explicitly Marxist, and who therefore interpreted Shakespeare in light of a particular nineteenth-century philosophy. 3 A clearer example of the difference between history and hermeneutics in understanding Shakespeare is hard to imagine.The clarity of the difference, however, does not mean that the two approaches are mutually exclusive. Tillyard construed Shakespeare's emphasis on hierarchical order as an advocacy of divine-right monarchy, and much in the plays of Shakespeare supports this construal. Despite his sympathetic portraits of particular characters, including commoners, remarks in his plays about commoners taken together ("the people") are always slighting and mistrustful—often indeed scornful—and the proportion of upper-class to lower-class characters reflects their perceived social importance, for the former invariably outnumber the latter, even in the comedies, whereas the aristocracy were a tiny fraction of the total population in Shakespeare's England. Shakespeare's portrayal of pre-imperial Rome, in Julius Caesar, Antony and Cleopatra, and Coriolanus, shows little understanding of, and less sympathy with, republican alternatives to one-person rule. This commentary argues against the indictment of current experimental practices such as piecemeal testing, and the proposed integrated experiment design (IED) approach, which we see as yet another attempt at automating scientific thinking. We identify a number of undesirable features of IED that lead us to believe that its broad application will hinder scientific progress.

CoxHamlet’s Perfection, by William Kerrigan; xviii & 179pp. Baltimore: Johns Hopkins University Press, 1994, $29.95.While acknowledging that his reading of Hamlet is “idiosyncratic and unfashionable” (p. x), Kerrigan offers no apologies for it, asserting, instead, that tradition is worth vindicating, because “those who have been trained in a tradition may discard it, but those who come after, students of the discarders, will be simply oblivious” (...) (pp. 2–3). Putting all his cards on the table, Kerrigan acknowledges four influences in the tradition he defends: literary formalism, historical scholarship, intellectual history, and psychoanalysis (pp. xii–xiii).Hamlet criticism thus “begins with the Romantic Germans” (p. 1), and they eventually give rise to Freud, who “influences most of the criticism of our century” (p. 14), even when critics (like Eliot) disagree with him. Kerrigan’s reading of the tradition is illuminating, subtle, informed, and informative, and he uses it to establish his reading of the play, working within the tradition but extending it in hitherto unseen and insightful ways. Of course Hamlet delays for Kerrigan, but no one has ever explained his delay so carefully or with so many other factors taken into account. “This seems to me much the best reading yet of the delay,” Kerrigan asserts (p. 76), and one is inclined to assent, given the assumptions.But why make these assumptions? Kerrigan dismisses postmodern criticism: it is a symptom of “our current decadence” (p. 31) and has contributed “little to the elucidation of Hamlet” (p. xi). Since the elucidation of texts and characters is not the aim of postmodern critics, they unsurprisingly fail at what they do not attempt. Yet they follow a tradition established, for the most part, by Marx and Nietzsche, and Kerrigan does not explain why he venerates one of Paul Ricoeur’s “masters of suspicion,” namely Freud, and not the other two.In fact, many readers may feel that Kerrigan fails to avoid decadence himself. He relates his Oedipal explanation of Hamlet’s delay to the observation that Shakespeare never has anything good to say about cosmetics, even though he was a man of the theater. Kerrigan relates this “split,” in turn, to early traumas in Shakespeare’s life. The fact that Mary Shakespeare had lost two daughters before William’s birth means that she must have been overattentive to him as an infant, yet she must have weaned him nine months before birth of younger brother Gilbert, thus splitting William’s attitude toward her between resentment of her overattention and resentment of being displaced at the breast. Kerrigan finds evidence of the latter in Timon 4.3.114–20, where Timon inveighs against “milk-paps” as “horrible traitors” (p. 78). Never mind that these are virgin’s paps and that Timon’s emphasis is sexual, not maternal: breasts are traitors to Timon as sex objects, not as sources of nutrition. The critic’s confusion between virgin and maternal breasts perhaps explains why Kerrigan places Thaisa in a brothel in Pericles, rather than Marina (p. 80), but I am not sure what psychological explanation to offer for this particular split. [End Page 381]Kerrigan would do well to heed the postmodern insight that we all speak out of a specific tradition, with the attendant lesson that tolerance and mutual respect across traditions is imperative, since “ridiculous” and “mockable” are relative to context, as Corin points out to Touchstone.In privileging Freud, Kerrigan not only dismisses the heritage of Marx and Nietzsche but underestimates the importance of what lies behind all three. For the Romantic/Freudian tradition cannot claim to have originated either character analysis or individuality, which Kerrigan purports to value. “A man’s character is his fate,” Heraclitus says, perhaps generalizing from Homer, but the insight would eventually inform Aristotle’s notion of an ethics based on virtuous character, which in turn was Christianized by Thomas (where it complements the moral sense of individual worth that Hamlet acknowledges in the providential oversight of sparrows), and came to influence the Reformers in various ways. Three pivotal claims of Kant’s moral philosophy are that: the obliged agent’s will is some form of practical reason; the supreme principle of obligation is an a priori moral law which can in some way determine the agent’s choices; the obliged agent must be thought of as some kind of being with a will free in both a negative sense and a positive sense. The traditional explication of these takes Kant to be claiming that: the obliged agent’s will is pure (...) practical reason; the a priori moral law can determine the agent’s choice in a wholly a priori way; we must suppose the obliged agent is a noumenon. I shall call this the “pure, a priori, noumenal reading” or “PAN.” My aim here is to make out a case for taking Kant instead to claim that: the obliged agent’s will is empirical practical reason; the a priori moral law can determine the obliged agent’s will as applied in an a posteriori way and only as applied in that way; we must suppose the obliged agent is neither a phenomenal object nor a thing in itself but of a third ontological kind I shall refer to as a “subject.” I shall call this the “empirical, a posteriori, subject reading” or “EAS.” There is ample textual support for PAN but philosophically it is a radically unacceptable, because self-defeating, view. Hopes for biasing the odds towards the development of AGI that is human-friendly depend on finding and employing ethical theories and practices that can be incorporated successfully in the construction; programming and/or developmental growth; education and mature life world of future AGI. Mainstream ethical theories are ill-adapted for this purpose because of their mono-logical decision procedures which aim at “Golden rule” style principles and judgments which are objective in the sense of being universal and absolute. A much more helpful framework (...) for ethics is provided by a dialogical approach using conflict resolution and negotiation methods; a “Rainbow rule” approach to diversity; and a notion of objectivity as emergent impartiality. This conflict resolution approach will also improve our chances in dealing with two other problems related to the “Friendly AI” problem; the difficulty of programming AI to be not merely smarter but genuinely wiser and the dilemmas that arise in considering whether AGIs will be Friendly to humans out of mere partisanship or out of genuine intent to promote the Good. While these issues are challenging; a strategy for pursuing and promoting research on them can be articulated and basic legislation and corporate policies can be adopted to encourage their development as part of the project of biasing the odds in favor of Friendly and Wise AGI. Formalised knowledge systems, including universities and research institutes, are important for contemporary societies. They are, however, also arguably failing humanity when their impact is measured against the level of progress being made in stimulating the societal changes needed to address challenges like climate change. In this research we used a novel futures-oriented and participatory approach that asked what future envisioned knowledge systems might need to look like and how we might get there. Findings suggest that envisioned future systems will need (...) to be much more collaborative, open, diverse, egalitarian, and able to work with values and systemic issues. They will also need to go beyond producing knowledge about our world to generating wisdom about how to act within it. To get to envisioned systems we will need to rapidly scale methodological innovations, connect innovators, and creatively accelerate learning about working with intractable challenges. We will also need to create new funding schemes, a global knowledge commons, and challenge deeply held assumptions. To genuinely be a creative force in supporting longevity of human and non-human life on our planet, the shift in knowledge systems will probably need to be at the scale of the enlightenment and speed of the scientific and technological revolution accompanying the second World War. This will require bold and strategic action from governments, scientists, civic society and sustained transformational intent. (shrink)

This paper describes an AFOSR-supported basic research program that focuses on developing a new framework for combining hard with soft data in order to improve space situational awareness. The goal is to provide, in an automatic and near real-time fashion, a ranking of possible threats to blue assets (assets trying to be protected) from red assets (assets with hostile intentions). The approach is based on Conceptual Spaces models, which combine features from traditional associative and symbolic cognitive models. While Conceptual Spaces (...) are revolutionary, they lack an underlying mathematical framework. Several such frameworks have attempted to represent Conceptual Spaces, but by far the most robust is the model developed by Holender. His model utilizes integer linear programming in order to obtain an overall similarity value between observations and concepts that support the formation of hypotheses. This paper will describe a method for building Conceptual Spaces models for threats that utilizes ontologies as a means to provide a clear semantic foundation for this inferencing process; in particular threat ontologies and space domain ontologies are developed and employed in this approach. A space situational awareness use-case is presented involving a kinetic kill scenario and results are shown to assess the performance of this fusion-based inferencing framework. (shrink)

This paper provides a method for characterizing space events using the framework of conceptual spaces. We focus specifically on estimating and ranking the likelihood of collisions between space objects. The objective is to design an approach for anticipatory decision support for space operators who can take preventive actions on the basis of assessments of relative risk. To make this possible our approach draws on the fusion of both hard and soft data within a single decision support framework. Contextual data is (...) also taken into account, for example data about space weather effects, by drawing on the Space Domain Ontologies, a large system of ontologies designed to support all aspects of space situational awareness. The framework is coupled with a mathematical programming scheme that frames a mathematically optimal approach for decision support, providing a quantitative basis for ranking potential for collision across multiple satellite pairs. The focus on translational research in clinical trials has the potential to generate clinically relevant genetic data that could have importance to patients. This raises challenging questions about communicating relevant genetic research results to individual patients. An exploratory pharmacogenetic analysis was conducted in the international ovarian cancer phase III trial, AGO-OVAR 16, which found that patients with clinically important germ-line BRCA1/2 mutations had improved progression-free survival prognosis. Mechanisms to communicate BRCA results were evaluated, because these findings may be beneficial to (...) patients and their families. Communicating individual BRCA results was not anticipated during clinical trial design. Consequently, options were not available for patients to indicate their preference for receiving their individual results when they signed pharmacogenetic informed consent. Differences in local requirements, clinical practice, and opinion regarding the ethical aspects of how to convey genetic results to patients are all potential barriers to returning individual BRCA results to patients. Communicating the aggregate BRCA result from this study provided clinical investigators with a mechanism to disseminate the overall study finding to patients while taking individual circumstances, local guidelines and clinical practice into account. This study illustrates the importance of increasing the clarity and scope of informed consent and the need for patient engagement to ensure clinical trial participants can indicate their preference regarding receipt of potentially important individual pharmacogenetic results. This study was registered in the NCT Clinical Trial Registry under NCT00866697 on March 19, 2009, following approval from participating ethics committees. (shrink)

The overall goal of the approach developed in this paper is to estimate the likelihood of a given kinetic kill scenario between hostile spacebased adversaries using the mathematical framework of Complex Conceptual Spaces Single Observation. Conceptual spaces are a cognitive model that provide a method for systematically and automatically mimicking human decision making. For accurate decisions to be made, the fusion of both hard and soft data into a single decision framework is required. This presents several challenges to this data (...) fusion framework. The first is the challenge involved in handling multiple complex terminologies, which is addressed by drawing on a set of Space Domain Ontologies. Another challenge is the complex combinatorics involved when considering all possible feature combinations. This can be mitigated by using integer linear programming optimization that is outlined by the Complex Conceptual Spaces Single Observation mathematical model framework. A third challenge is the complicated physics that is involved in a spacecraft collision that must be addressed to obtain a better understanding of threat assessment. Overcoming these various challenges allows for a quantitative ranking for the potential of a kinetic kill collision across multiple spacecraft pairs. In addition to overcoming these challenges this paper will break down threat assessment into four domains and identify a ranking of threat both for each individual domain and for the four domains combined. While reading the history of eugenics and how it played out in (...) the invention of the holocaust, I found myself feeling the nausea that I similarly feel when embarking on Margaret Attwood’s Handmaid’s Tale. I also remembered how I had used the Seashore tests of musical ability in my time teaching in London primary schools. I was faced with a common problem in UK State schools–three places for violin tuition and twenty children seeking them. The Seashore tests appeared to be the answer to the problem. The claims made for them were that they would tell me which children were likely to succeed because they had more musical ability than others. It was only in the process of using them that I realized that this was an unjustified claim. Conversations with John Sloboda revealed two other aspects that might play out in musical success. One was a moment/event which made a person fall in love with a particular instrument and want to learn it. The other was the amount of time a person would put in to practice the instrument, which in many London contexts with high-rise flats and no soundproofing [End Page 83] was extremely difficult. All that the Seashore tests showed was the third aspect involved in engagement with music, which was the ability to recognize the musical patterns of a particular culture. But what this book shows us so clearly is the danger of rating this ability to grasp the musical patterns of the Western classical musical traditions as the totality of musical ability. Beneath this is the belief that some people are innately musical but, more significantly, others are not. In my experience, musicality is a difficult area in our UK culture; people are more likely to say that they are not musical in a way that they would not in relation to any other academic discipline such as English, geography or history. In many educational contexts, I have pointed out that, if a teacher believes that some students are musical and some are not, then it is unethical to have class music lessons for everyone in the curriculum. Helpfully, in the final chapter of the book, some of these shades from the past, that still color contemporary thinking about music education, are clearly set out.To turn to the book itself, the first chapter sets out Seashore’s life as a “Mendelian hereditarian who believed that musical talent is biologically inheritable, differently bestowed, and immutable.”1 The author contextualizes the belief system in which this is rooted, discussing the American Eugenics Society, the best baby contests, and the “great man” narratives of the early to mid-twentieth century (first set out in Galton’s idea of genius). Seashore’s legacy figures in a number of academic fields, including audiology, aesthetics, educational reform, the American Psychological Society, and the National Academy of Sciences. She hopes to initiate a debate about how eugenics has, and still does have, a part in stories of both music education and education generally. She situates her work in a view of “‘the past’ as a dynamic construct created and recreated in the present.”2 She sets up a different way of remembering the past by acknowledging that past, present, and future are culturally constructed and bounded, in which she uses Foucault’s concept of power.3 She considers the role of “solid” science in supporting both eugenics and its responsibility for the Holocaust. I would recommend that anyone embarking on historical musicology read this chapter to understand the complex mechanisms which need to underpin such study.My own academic research has been about deconstructing the patriarchal values that filled my own miseducation in music history. How are sentences that express reason explanations related to sentences that express rationalizing psychological explanations? How are sentences like ‘Jane is going to the pub because John is there’ related to sentences like ‘Jane is going to the pub because she knows that John is there’? Are the former merely elliptical, in some sense, for the latter? Are the former used to express nothing more and nothing less than the latter are used to express? If so, then what (...) explains this? Are the sentences syntactically ambiguous, context-dependent, lexically ambiguous, or is there some merely pragmatic explanation available? This paper examines various linguistic hypotheses which would support the “ellipsis hypothesis” and argues that they all fail to support the hypothesis. It then argues that this has deeper implications for first-order action theory than one might think, as the failure of these hypotheses lends support to an alternative first-order action theory I call _analytic anti-psychologism_.
